On 15 May, AGEINCO took part in the 1st Conference on Promoting Affordable Housing in Galicia, held at the CINC Building in the City of Culture of Galicia, in Santiago de Compostela.
Organised by the Xunta de Galicia, the event brought together institutional representatives, technical experts, and professionals from the fields of housing, urban planning, engineering, construction, and consultancy to address the main challenges associated with the development of affordable housing in Galicia.
The conference was opened by the President of the Xunta de Galicia, Alfonso Rueda Valenzuela, followed by a programme focused on key issues aimed at accelerating, planning, and delivering new affordable housing developments.
Throughout the event, participants discussed topics such as regulatory streamlining and flexibility, the development of residential land for affordable housing, collaboration between local authorities and the private sector, and the role of industrialised construction as a tool for improving efficiency, reducing delivery times, and responding to current housing needs.
The first panel, entitled “Streamlining and Flexibility to Boost Housing Development: Regulatory Changes – Less Diagnosis, More Practical Tools”, was moderated by Heriberto García Porto, Secretary General for Housing and Urban Planning, and featured representatives from the Secretariat-General for Housing and Urban Planning and the Galician Housing and Land Institute (IGVS).
The event continued with a presentation by Miguel Corgos López-Prado, Regional Minister for Finance and Public Administration, on tax measures supporting housing development. The second panel then focused on the development of residential land for affordable housing, including presentations on several Integrated Action Programmes (PIAS) and the introduction of the Land Platform initiative.
The conference also featured a panel dedicated to collaboration and cooperation between the sector and local authorities. Participants included Marián Domínguez Franjo, Secretary General of the IGVS, and Beatriz Villaverde Piñeiro, Technical Director for Housing Assistance Programmes. This session highlighted the importance of strengthening public-private collaboration mechanisms in order to advance viable housing solutions tailored to the needs of different territories.
Another key topic addressed was the Industrialised Construction Promotion Plan: Capacity Mapping, with contributions from Heriberto García Porto and Pablo Vázquez, Manager of the Galician Construction Cluster. This session focused on industrialisation as a pathway to modernising construction processes, improving sector productivity, and advancing more sustainable and efficient building models.
The conference concluded with closing remarks by María Martínez Allegue, Regional Minister for Housing and Infrastructure Planning, following a productive morning during which a range of instruments, measures, and collaborative initiatives aimed at promoting affordable housing in Galicia were presented and discussed.
