Madrid, 27 May 2026. Tecniberia and CÍES, the Federation of Knowledge and Engineering Companies Associations of Spain, have signed a framework cooperation agreement aimed at strengthening the representation of engineering companies, improving conditions for professionals in the sector, and enhancing the industry’s capacity to engage with public administrations, institutions, and private organisations.
The agreement was signed by Joan Franco, President of Tecniberia, and Ignacio Sánchez de Mora, President of CÍES, at an event also attended by Elizabeth Molina Ixta, Secretary General of Tecniberia, and Marta Gallego Ramos, Secretary General of both AGEINCO and CÍES.
This alliance represents an important step towards achieving stronger and more coordinated representation for private engineering companies in Spain, particularly in strategic areas such as improving the public procurement system, addressing unfair competition from publicly owned entities operating in the market, and promoting the value of engineering contracts in line with the responsibility, expertise, and added value provided by engineering firms.
The agreement also includes objectives related to the promotion of Spanish engineering, strengthening its reputation among institutions and public administrations, encouraging collaboration among member companies, and enhancing the services provided by the business organisations that form part of both entities.
Among the first areas of cooperation agreed upon are the joint representation of the sector before public administrations and public and private organisations, institutional participation in events organised by either party, the organisation of training programmes, seminars, conferences and industry events, as well as the creation of a nationwide shared employment platform for engineering professionals.
In addition, Tecniberia and CÍES will work together on the development and implementation of international business initiatives and trade missions, the organisation of promotional and sector-focused events, the creation of a collaboration and innovation platform aimed at delivering technological solutions to the challenges of sustainable engineering, and the promotion of female talent within the industry.
The agreement also provides for coordinated action in matters involving reports, legal opinions, consultations, appeals, objections, complaints, and legal proceedings whenever both organisations consider it necessary, particularly in relation to public procurement processes or potential situations of unfair competition.
During the signing ceremony, Joan Franco, President of Tecniberia, highlighted that this closer cooperation between the two leading organisations in the sector will strengthen their ability to defend the interests of engineering companies, both in their representation before public administrations and private institutions and in promoting engineering services in domestic and international markets.
He also emphasised that each organisation will maintain its own scope of activity, while the agreement creates opportunities for collaboration in areas such as technological challenges, innovation, and the employment conditions of engineering professionals.
For his part, Ignacio Sánchez de Mora, President of CÍES, underlined the strategic importance of consulting engineering services in strengthening Spain’s position within the European and global economy. He noted that a strong engineering sector contributes to the development of proprietary technologies, attracts investment projects, and enhances the industry’s influence in discussions related to the procurement of engineering services.
For AGEINCO, as a member association of CÍES, this agreement represents an important opportunity to strengthen the voice of Galician engineering, consultancy, and technology services companies within a shared national strategy aimed at defending the value of the sector, promoting business collaboration, and fostering a more competitive, innovative, and sustainable engineering industry.
